Unless I'm mistaken I believe this to be in reference to the ATF policy of "once a machine gun barrel, always a machine gun barrel." They required the destruction of them along with the receiver to allow importation. But that other anon has a point, there probably aren't the caches of surplus guns available like there used to be. On the other hand this opens up any guns countries want to phase out, and there are always more arms squirreled away, if not always in the best conditions and greatest quantities. This does make it more economically viable, a barreled kit is worth more, which means importers can bid more against other countries or agencies that might be looking for surplus arms.
