Nothing will ever revive RTS. Much like "ImSim" the genre is forever banished to the limbo were sometimes a half decent game comes out and somewhat succeed at aping the classics and some other times a craven publisher defiles the corpse of a venerated series.
Tempest Rising is alright. Its counterfeiting of C&C is so brazen that I almost respect it but it's not pushing the genre in any direction because it's perfectly happy playing with itself while fondling a headshot of Joe Kucan and it knows its audience isn't asking for much more.
There's no reviving RTS, or ImSim for that matter, because it's a transitional and ill-defined genre that existed at a crossroad between different genres and therefore different audiences that have now found their definitive dwelling places and have no reason to come back. So you should enjoy Tempest Rising for what it is: a shameless bait thrown at grown men who try to recapture the lost joy of playing Red Alert 2 on their parents' computer decades ago.
