There are two very obvious reasons.
>1) Vancouver uses combined sewer outflows that dump raw sewage into waterways all around the city whenever they overflow
>2) There are tons of houseboats that don't properly dispose of their waste and just dump raw sewage into the water

It's not surprising that this is the result in the summer heat.
