I've not seen fans say this. I think it's generally accepted that the original plan was not to revive Roxas; at one stage 2 was also the end of the series, still after the development of Days the direction of the story changed with Xion and then the BBS trio. KH3 became about saving them all as per Ansem the Wise's speeches about Sora in BBS' secret ending and DDD. So it seemed like the decision to bring all the characters back was made pretty early on. Maybe in the immediate aftermath of Days and seeing the fan reception. I don't believe it reached the point where he was writing a version of 3 where Roxas and Xion didn't return, seeing as it was already set up two games prior. Plus the Recoded ending with Namine.
Stories change all the time though I'm pretty confidant the original scenarios for KH1 and KH2 were tweaked as well. Like the beta trailer teasing the ending where Sora disappeared similar to KH3 after becoming a Heartless and Another Side, Another Story building off that because it was all finished prior to the game itself being finalized. So had they stuck with that the series could've gone in a very different direction then.
Also I'd add that Roxas and Xion's ends always felt uncharacteristically bleak for the series especially when one of the main themes of KH1 going into 2 prior to Days was the idea of not leaving people behind or forgetting them like what happened with Sora and also Riku distancing himself from everyone and seeing himself as a monster. So I think there always had to be some kind of resolution for the Nobodies even if that meant sticking them in a datascape together and not the replica thing. These days a lot of characters get unceremoniously offed but usually we haven't spent as much time with them as we did Roxas and Xion. Like most of the Dark Road cast or the keykids in UX, so maybe Nomura thinks he can get away with it more there. And then Strelitzia who was focused on a little more is back in some form anyway.
