I'd beg to differ.
If you train yourself enough you will catch yourself even fairly minor situations. The question turns into a subconscious observer and stops you from being too quick.
There is probably some bias but I'd take myself as an example. I never used to sit down and think but im doing it more often than ever and im acting less on impulse than before too. Ingraining this in your mind is possible and works.
