Cell is at least claimed to be comparable to Gohan, though I'll admit that having this claim and then he dies from a sucker punch a while later does make him into a jobber, even if it can be said he wasn't at full power...

Yeah, a more "natural" mix of Goku/Vegeta in here would have him being frustrated they have a form he doesn't, but still thinks it's an awesome form to strive for.
