You can't unfortunately. It takes a very educated populace to break free from old cultural norms that control the populace. And Mexico isn't very educated nor do they seem to have the higher cognitive capabilities of others. You just gotta let it run its course over time and see if they wipe themselves out enough to start over or they finally reach a breaking point and revolt against the established norms.
