It does if the Enterprise goes out of their way to intervene in someone other planet's situation. Ornara/Brekka weren't even warp capable, making Picard's intervention even more indefensible. Then he just leaves them be. As their mural shows, that didn't work out so well for them. So yes, follow-ups are necessary.
