We have had beastmen from other animals in the fluff since forever, including small animals and uncommon animals, skaven ARE a form of beastmen, regardless of origins, which other beastmen also get multiples of, and at no point ever was an animal species somehow protected by a god just because it gets used as totemic animal by that god.
