Depends what you mean by "budget"
If you mean under $100 it's doable in a few colors, but if you mean under $50, its not- or if it is it's going to play like shit.

A lot of hatebears cards get pricey because they're very spashable and if they're powerful enough they just block off a whole aspect of the game until dealt with, so they become quite desirable.
Pic related for example basically says "no commanders" on a 2 CMC card that can be Reanimate'd if dealt with, so it's about $13

Selesnya is very cheap and forgiving colors because a lot of good green cards are common/uncommon.
You might also consider Myrkul Lord of Bones in abzan, or Drana & Linvala in orzhov.

I've been playing stax/hatebears at my LGS for a few weeks now, and while there's occasional grumbles I've actually been pretty happy with how it's gone down. I think we're entering a new era where stax isn't as hated as it once was. I think the trick is to avoid cards that fuck with lands. People fucking hate lands not untapping. To sugarcoat it I always joke about how we're going to be playing "fair" Magic, and that my deck just stops people casting for free, drawing too much a turn, etc
