Did you actually read DD? They weren't asking for permission, they posed as a normal hotel and then when the patrons went to sleep, and the elder just controlled their veins to deposit the blood in containers for them to drink later, or taking a sip after it comes out of the vein (bloodaids probably doesn't make bloodbags unless they directly bite into you for blood).

They were having problems cause the light made new bloodfiends who have no idea about how being discreet of the rules they have to follow, plus no proper family orientation binding them, so the elder offered Moses a deal to help get rid of the newborns for her, but the novel ended with Moses questioning if she should really just trust a bloodnigger at their word that they're just innocently sucking out blood from people and not killing anyone, and not just destroy their entire scheme outright.
Considering the talk about a face off with the elder before she let them go, I guess the opted to not take any chances.
