I mean sure it would be a bit out of place for a fire type (and a starter at that) to learn bolt-beam but Tri-Attack fits so well as a Final Fantasy Black Mage reference that im genuinely surprised it doesn't learnt it.
Ability wise I'm unsure what to give it... maybe Magic Bounce?
