I think the only thing they'd have to tweak in a potential Joe remaster is how some of the stage hazards and bosses would play out in 16:9. There are more than a few instances where bosses or hazards go off-screen and part of the challenge is having to predict that. Like the barrels in stage two or any of the helicopter fights. This is the sort of minute details which would probably be lost on a random Hong Kong porting studio, but its better than letting Joe languish on 6th gen consoles forever.
Joe whistling the Mario theme song while bouncing V-Bombs would have to be altered too. Pretty unbelievable that made it into the PS2 version without any lawyers noticing.

Despite being a completely 2D game, even the controller prompts on the GC game exclusively depict the analogue stick. They knew no one wanted to play with that little GBA nub.
The only issue with Joe on Dolphin is the frame pacing still isn't entirely perfect. I've fiddled with a million different settings and tried the latest builds but as of last week its still somewhat framey looking. Not the end of the world, but still another reason why a real port would be good.
