There is an aspect of the story that is Susie filling the void of Asriel and Dess that is so present for Kris and Noelle, yes. Doesn't have to be explicitly incestuous, but Noelle wants someone to take care of her, AND she is VERY horny for Susie, specially in the normal route. Those are just facts.
