If you mean the big popularity poll, then it hardly reflects on /jp/. Shion never manages to get past 50 posts, while Joon gets from time to time to bump limit. If you mean /jp/ poll, I think it's an effect of simply being a good filler, once you have voted for your favorites, you will go for something familiar, I think. And nobody besides Marisa is as familiar as Reimu. This also explains why Marisa threads are often in the same boat as Reimu ones, not enough devoted autists, although Marisa gets a little bit more attention.
There is also a matter of speed to threads, is Medicine more popular than Reimu by the virtue of hitting bump limit regularly, but over 150~ days? I think we can agree that answer is "no", it's just that Reimu doesn't have as many devoted fans.
