Plate is easy. PCB? Not so much. You are better of using keyboard layout editor and exporting the custom layout you made as a json file which you can then upload to keyboard CAD assistant to get a dxf file of the plate. Then you send out the dxf to an acrylic or metal laser cutting service and get a keyboard plate for less than 50. From there you plug in the MX switches into the plate and handwire a matrix across them all and them connect them to a microcontroller like a teensy flashed with QMK.
