I don't think it's the peasants fault, anon. But you're right that they have an extremely corrupt and decadent elite. The families of the clerics and IRGC commanders make lots of money controlling the black market, and their kids live luxury lifestyles which is brazenly hypocritical as the vast majority of the population is expected to suffer and sacrifice themselves. No wonder they have these repeated uprisings that are put down brutally.
