Hisui's set after 1900 but before 1930, not the feudal era kid. The fact the Galaxy building's basically the pokémon world equivalent of the rebuild of the old Hokkaido governmental buildings (rebuilt in red brick after a fire, finishing in 1888) and the photographer's camera looking like models produced after the turn of the 20th century, rather than those built from 1846-1899 provides the context for the setting. That the OG Gen 1 lore set the creation of the pokéball at 1925 and Laventon stated the invention of the pokéball was a little while before the events of L: A kinds points to it being around that time also.
