Cars never had people (which bothers me, but that's just me) so there is no way they would include a minifig. Unless... maybe just flat-out do a "voice actor" and make it really Owen Wilson the minifig?!

we never got Mobius from the Loki series (he would be perfect for a polybag on the personal sea craft!!!)
