Jailer managed to find allies among the people of Revendreth, Maldraxxus and Bastion. He never bothered to formally recruit anyone from Ardenweald. Instead he outsourced the campaign there to the Drust and Mueh'zala. It's only when Anduin is under mind control and Sylvanas is ready to genocide Night Elf after-life does Jailer even bother having any semblance of Mawsworn interact with the area.

The moral of this story is that not even the Jailer wants to willingly put up with Night Elf bullshit when he can outsource to middle-mangers instead of subjugating his armies to dog shit Night Elf writing.
