Since this time these kinds of players will see a surrender option as a legit way out instead of being forced to not be shitters. Once any prerequisite for surrender is met, consider the game over, as these people will now work only towards pushing for the surrender button.
If you genuinely believe that forfeit option should be in Deadlock, you either have no concept of consequence or you are just demoralized, the game will be better off without you and people like you.
