I don't know what you're talking about. I never said "luck based elements" were "invented" with the turnwheel. I said turnwheel makes it easy to rig.

Look at it like this.
Imagine if you had turnwheel charges in Conquest 12 - the Ryoma pot map. The challenge on this map is escaping in 16 turns. You can either do this by bypassing Ryoma entirely to an escape tile, or killing him, which rewards you with a secret book.
The thing is, Ryoma is dangerous - he's dodgy and he has Vantage and a lot of crit rate. You need to come up with a good, sound plan to kill him. If a turnwheel was available in Conquest, you could just save your charges to the end, and rig your way to victory. It trivializes what is otherwise an interesting tactical decision.

This happens a lot in Engage, as a matter of fact. The issue with the turnwheel isn't that it lets you do-over a fuckup or a death. It's that it allows you to rig if you're skilled.
