University teacher told me that <5% speak English well enough to work in the country; but, are still shuffled through due to gov't quotas and "foreign students" being the primary revenue stream. Spoke to a tradie the other day, who also part time teaches, and he confirms the aforementioned; as well a theorises that they are using the poojet flood to increase competition, by lowering standards, to forced down prices... Which does comport with a lot of what I've seen over the last decade or more.
