Literally the cheapest wacom you can buy online (Intuos). Under $30 including shipping. Software is MsPaint/Gimp (Free). Kids these days are pretty involved with tablets though, so maybe consider getting a secondhand tablet with a stylus. It's more natural to look at the tablet and draw as you would a piece of paper than it is to look at the computer monitor and and draw with your hand on the desk.
