Fantasy has characters and a setting that people can get invested in.
Fighting for even one city in Fantasy is a pretty big deal in terms of scope. In 40k you can lose entire planets and no one gives a fuck.
Everyone likes the Oobahsreik four (the elf doesn't matter) and cool rats more than literally who "rejects" with no personality making quips and shallow references while killing billions of nurgle zombies.
I'm sure they could have made 40k interesting with good writers, but they failed.
