they have no HGVs and beyond that maneuvering at the terminal phase is incredibly pointless unless you're tracking a moving target like a large vessel
since you need so much energy to change your direction slightly so the little trajectory change you can make doesn't give you much

the only thing they could've done is use cluster warheads
