No. They do have similarities in terms of their powers and roles, but the way they cope are different. Rean is a pleaser who seeks connections, but ultimately is extremely self-destructive due to his low self-worth. Van is a loner who pushes everyone away (though he's pretty bad it and almost everyone pointed out his hard boiled attitude is just for show), but wants to do as mush good as he can before the inevitable comes which is the reason for his obsession over paying debts. I also think that Van's backstory works better because falcom actually made his powers look extremely dangerous in hindsight.
Rean has a better 'growth' arc, but Van already is a formed adult and frankly he doesn't need growth as much as he needs to break his status quo.
