I would actually compare Penders to Brian Micheal Bendis. Dyed-in-the-wool grade A hack, but he had some good ideas. Thing is, it was mostly other writers who actually did something with those ideas.

Lien-Da is one of a few genuinely good characters he made that didn't have to be reworked. Some others are Lara-Su and Doc Quack.
