I waited a long time patiently before one time just snapping and openly threatening to kick in his door and murder my neighbours dog and use its carcass to paint his house with and he fixed it utterly in one day.
This guy had the dogs in the house wearing childs nappies to stop them shitting everywhere, i dont know how people can live like that, he was gone 12 hours a day and it barked constantly.
I don't know how he fixed it, the dog is still there, maybe he cut its fucking tongue out, i hope so.
