Could some someone help me out on this panel? The context is pretty obvious but it's a guy talking to his friend about the crush he has on his mom and how he likes her strong-willed personality.

The main thing I'm not getting here is the friend's response and what 手が出る女 here means. My original thought is that he's saying his mom still uses physical discipline in this day and age, which is why his friend responds saying that he wants to get hit by her.
