I thought we were talking juts about Africa. There's plenty of stuff you could do. For a start: train and empower community led security forces, also create sophisticated methods of surveillance around the borders. The whole system could be easily made decentralized, say make resources distributed around solar grids and seed banks, have water captured locally. It would be a fun engineering problem. I don't know, anon, I pretty much believe that with powers like that would be able to get a fucking lot done. Plus you only need to do that until they develop their own economy. After this everything else would require very little checks and would be able to teleport in a fucking instant.
