Insufficient analysis but I get what you are going. Shadow has a personal vendetta against -> double agents not just the metarex. because there was a traitor in between Molly's men. He would come to see Cosmo as a double agent and treat her as such. not because "she became an obstacle in the way". This makes a lot more sense and justifies his reasons for killing her without looking like a ruthless school shooter.
