Satam was popular because of how dark it was, relatively speaking, for a saturday morning early 90s cartoon. It isn't edgy by modern standards but it was one of the few cartoons with no "Don't say kill" rule and the stake of getting turned into a robot Zombie was illustrated pretty grimly when they reveal that they are still sentient behind those eyes.

Both Shadow and Silver were made for single-story appearances and really were best off staying that way.

The difference is they actually tried to expand on Shadow as a character and lay down a foundation for his future appearances. The same can't be said for Silver, who was basically left to fend for himself with no decent explaination or material to use.
