the real solution is to just sail into a friendly base to reload and have another vessel take over but thats no fun so we're gonna pretend thats not an option

you could build a underwater platform that goes between the two arms (bows?)
now we tilt the entire vessel forward so the platform is deep enough that you could sail two Arleigh Burkes over it
then, we raise the bow so the tiny destroyers rest on the platform (might need a rig of sorts so they wont rest on their keels)
voila, a somewhat stable platform that allows you to reload VLS cells at sea!
might need to park a couple patriots and/or C-RAMs aboard but its not like real estate is at a premium
