It's a mod called Project Angelwing: Ultima. People have made similar mods for FFVII and FFIX too, because SE will not do it themselves for whatever reason. Even the FFVIII "Remaster" SE released a few years ago where they redid the character models and such still uses those stretched beyond recognition pre-rended backgrounds from the original 1999 release.
