Pretty situational as is everything but as a rule of thumb if you spot the jungler on the opposite side of the map (e.g you're at top river and enemy jungler is ganking bot lane) that you're in then it's pretty safe to take his top camps.
As for the other side of the coin, Invading without any vision on the enemy jungler or when you see him walk out of his jungle and into a lane (e.g you see jungle ganking mid thru bot bush and you're at your own bot tribush and think you can sneak stealing his gromp) is not advisable imo as they probably cleared their camps before ganking and you'll just be wasting your time.
Again, to be clear, these are random examples of when you should and shouldn't. It's always situational.

Yasuo's windwall, instead of deleting projectiles, should function as a wall. Jinx R or Jinx W? It hits the wall and doesn't go through - in the case of Jinx R (or Lillia E or Kha W) it'd explode on it and still deal AoE damage if you're next to it. Projectiles that return to the sender like Ekko Q or Talon W? They stop at the wall and return regardless.
Change my mind. This would be infinitely healthier for the game and for the champion because it'd mean they can buff him in other ways since so much of his power budget wouldn't be on his W. Obviously this wouldn't matter for a lot of abilities like Nidalee Q or Zed Q or Pantheon spear or whatever but it'd be really healthy for the ones it would affect.
I'd leave Samira's iteration keep its erasing properties though.
