they are all in their own separate universes after death and god visits them as a different character in each to get them to repent/get revelation/whatever. Each demon in hell is just acting in a perfect simulation where they cannot tell the difference. Each universe has different events since there is one character with agency in each. All other characters beside the one with agency is a fake. This way There are as many universes as their are unique characters and god interacts with all of them to work towards redemption.
