One of Amy's core character traits is being NICE, Sweet, friendly, bubbly.
One of Tails' core character traits is ALSO being nice, friendly, gentle, kind.

There is no reason why Amy wouldn't be nice to Tails. The moments you are probably thinking of, are moments where Amy's own writing was handled terrible because the "sweet and nice bubbly girl" traits were likely given to a certain someone else, so Amy can act like a tsundere to Sonic in spite of that being the direct opposite of herself.

More often than not, really, Amy is simply focused purely on chasing Sonic and finding Sonic or whatever, and not really paying Tails much mind beyond him just being there while she's heavily prioritizing Sonic, and Tails just reacting to her odd behavior in the exact same way Cream otherwise would.

Which means before Tails Tube, we haven't actually seen Amy and Tails genuinely interacting, period.
