I only have access to tamiya acryllic laquers

1. Is there a reliable way to make offwhite? Does tamiya have colors close to offwhite?
2. After spraying ts-13 laquer clear, am i able to apply mineral spirits, for a penel line wash? If so which mineral spirits should i buy?
