Honestly I wouldn't even call it slow paced. Yeah there is a lot to set up, but as you said it's all necessary or additive. Even considering that, there is still tangible momentum building the whole time that this is going on. People act like nothing happens until the gun fight, but there was a death and supernatural phenomenon in episode 1 followed by plenty of crazy shit.
I think a lot of people just toss out "pacing" because it requires no elaboration and sounds intelligent, or maybe they really are totally brainrotted, who can say?
