There could be many answers. Could be the spaghetti code that prevents them from implementing convenient community browsing quality of life features, probably was never a priority for them since they cut down their own playerbase over the years and most likely that they quite literally don't have any staff or manpower outside of a handful of people keeping the servers on and pushing out the most skeletal, minimal maintenance mode updates
They've shit the bed so much that we just don't know for certain, but could probably be all of the above
