Yeah that much is true, but I meant it more like "the setting really never goes beyond planetary scales" too often. Only Heisei technically does and it's mostly cause of Spacegodzilla having whacky statements. In general, the movie series don't have too much powercreep because they were either written stupidly to appeal to 60s/70s kids (most of Showa) or they were too focused on the scifi lean (Heisei), or were one-offs (most of Millennium), though Heisei again kind of slips into that toward the end, but stops before it gets really crazy in my opinion.
It's not like it's Marvel, like if they decided to establish a cosmology that every Godzilla film regardless of continuity takes place in with higher gods and shit. At most you get ayys, other planets and time machines.
