I'm not saying he's wrong in principle, but in practice, it is overtly simplistic. Who is going to purity test these novel bureaucrats to first and foremost "not be lazy", let alone America First? Bannon is positing himself as that arbiter. Are we only to trust him, because we are also outsiders?
