could be the neck is just totaled.
could be you need to adjust the truss rod
could be the strings are too high gauge, hard to tell from the photo but i doubt that's it
is it like the 'relief' in picrel?, look down the side of the fretboard from the headstock end and you should be able to tell pretty quickly what you're working with
