I doubt the people in Brazil just wants to develop homebrew custom games, ports, and mods. Everyone just wants free game.
It actually goes with every single jailbreak stuff, everyone wants free games. Same with people who emulate, everyone just emulates stuff you could buy easily or play by paying. Game preservation makes no sense unless you actually dl whole libraries of games.
