Which Roshi rather explicitly didn't teach them. Goku learned on his own after seeing it, Krillin learned it because he felt he could do it because Goku could, and Yamcha learned it offscreen. The first time anyone taught the Kamehameha was when Goku taught it to Gohan.

It's possible Kaio didn't teach it to them. He at least didn't teach them Genki Dama.
Tien also talked about learning Kaio's tricks to come up with his own moves, but that went nowhere unfortunately...

Reminds me of the way Granola used it where he could teleport other people without touching them, that could be a way for Chaozu to use it.
