Specifically if you're going to use a paperlike screen protector, they eat up nibs FAST and some of those nibs are expensive. If you're just going to draw on glass or a matte screen protector you don't need it.

Felt is good but with paperlikes it is much less durable than regular plastics that get worn down quickly. It feels good on glass though.

All samsung compatible pens are Wacom EMR, all of which absolutely do hover cursor.
You have a lot of good options (picrel is most of the list). I have the Wacom One stylus, staedtler noris (i regret not getting the jumbo one though), and the Dr. Grip pen stylus myself.
They all feel a bit different, so if you do want one you should try the one that emulates what you like to draw with. Dr. Grip feels hard like a pen and you can click the stylus tip in and out of it. The pencils are a bit softer and its tilt threshhold is very low so its easy to make big strokes with the side of the pencil. The wacom one obviously feels like your standard digital tablet pen.
