I would go back to the RTS and co-op roots of the franchise and make a game that combines both approaches. Basically you and your buddies control a giant mobile base that can grow larger and produces smaller vehicles and weapons. You move across the open world and do raids on alien settlements to obtain new sources and unlock technology. You would need to be smart about how you use resources as vehicles and strategic weapons would be lost if the raid fails. Open world progression is also linear, aka you can advance into more dangerous territory as the tanks gets bigger and stronger. Eventually the mobile base would gain the ability to fly and you would use it to breath the enemy mothership in the sky or in space. The plot can be more like Warhammer 40k, Cortana would be back and she would scold you constantly whenever you fuck up.
