It could work but it's not likely to happen. Make it a mecha roguelite with randomized angels and strict time limits. You can make it so that each run has a semi random story events, character deaths and lore revelations. Think of Into The Breach, Hades and 13 Sentinels. It can work as either a third person shooter or as a top down strategy game.
