I like him, but reading the ending of Part 8 was excruciating at the time since it took almost 2 years for him to go down due to the manga being monthly and Araki being trapped inside due to the Wu Flu.

Of course, I, like most readers, still think that a certain other character would've been far better as a final villain, but Tooru was still great.
